Task

Some people believe that governments should spend more money on public transport rather than on building more roads for private cars.

To what extent do you agree or disagree?

Give reasons for your answer and include any relevant examples from your own knowledge or experience.

Write at least 250 words.

It is often argued that governments should prioritise investment in public transport over the expansion of road networks for private vehicles. While I strongly agree that public transport deserves the larger share of funding, I believe that roads should not be neglected entirely.

There are two main reasons why public transport should take priority. Firstly, it offers a far more efficient use of limited space and public money. A single metro line can carry tens of thousands of passengers per hour, whereas the same volume of commuters would require motorways and vast areas of parking space. Secondly, shifting travellers from cars to trains and buses significantly reduces carbon emissions and air pollution, which are among the most pressing environmental challenges of our time. In many European cities, heavy investment in rail networks has demonstrably eased congestion and improved urban air quality.

However, it would be short-sighted to argue that road building should be abandoned altogether. In rural areas and many developing regions, public transport is sparse or non-existent, and roads remain the only viable means of moving goods and people. Moreover, buses, delivery vehicles and emergency services all depend on adequate road infrastructure. A country that starves its roads of maintenance funding may simply find that its freight costs rise and its remote communities become even more isolated.

That said, the solution is not to treat the two as equal competitors. The evidence from successful cities suggests that funding should flow disproportionately towards public transport, while roads receive enough to remain safe and functional. Governments can also use other measures — congestion charges, parking restrictions and bus lanes — to make car travel less attractive and public transport more convenient, thereby reinforcing the effect of the investment.

In conclusion, I agree that public transport should receive the majority of government funding, because it is more efficient and more sustainable. Nevertheless, a sensible transport policy will maintain a basic level of road investment, particularly where no alternative exists.

Introduction 表明立场(部分同意) Paraphrase 题目 + "While I strongly agree…I believe…"
Secondly…
